I spent many decades working in the military electronics industry so I became very familiar with the testing profiles associated with MIL-STD-810. This is a how-to manual on testing electronics. More importantly, I learned how to package and protect these systems in a variety of vehicles. So 810 comes from the military specification and "eng" comes from a career in this field of engineering.
